Permissions: Designate 'no access' for certain user groups

Would like to designate a user group with 'no access' for certain  areas of the site. This is a big use case for our community. I would  like to be able to rely on the 'Registered Users' group and then just  exclude access on the specified user group.


Building a user group of 'All Registered Users EXCEPT for these people' may not be feasible for us.


I was able to accomplish this with the version 3.x permission model, but cannot do so in 4.0.x.
