Add additional permission level for social groups

We like the functionality of groups and find them more conducive to the collaborative work of our project teams. There are some teams that would likely be open to making their content "viewable" to all registered users (i.e., all employees); however, they still want control over who becomes members and has access to edit content. We want to encourage this behavior in order to share more information across our firm. For this reason, I would like to see a permission level for social groups somewhere between "members-only" (where anyone can join without approval from the administrator) and "private groups" where content is not viewable unless you are part of the group.
