I think you are on the right track; however, I would suggest dropping the 10 likes per day restriction. The more likes, the more people that agree its helpful. The fact that you are allowing multiple users to do this action, takes away for the ability to apply a Helpful Structured Outcome...but may I suggest the following.
Use a WebHook or DES report to denote which threads/messages have exceeded the 10 likes threshold, and then have a process automatically Mark as Helpful that message?
