What do you mean by "logged in with SAFE QA credentials"?
This looks to me like a permissions issue. Are you sure you have the visibility to view the data of all employees?
I would echo both these questions. What is the visibility on the hire-date on Profiles.

If the field is not public, filterable and searchable. Please make the changes to the field in the admin console, and you may need to initiate a re-index of the Users.

Likewise, unclear what SAFE QA credentials are ... but using those credentials, you can check the Browse > People interface to see if that user is able to filter users by Hire Date in the UI. If so, then you should be good to go with the API as well.
My money though is on the field setup, since hire date filtering should be available for just about everyone.

Can you please try again. We confirmed in this support case that the visibility for the "Hire Date" field was set to "private to user". API not returning results
Lindsay Keogh has since made this field visible to everyone so you should now be able to run the above API request.
