Why is start of EAE optional in Jive 6 development environment?

For Jive 6 instance, to access Jive application, first the EAE service must be started. But, for Jive 6 development environment, just a start of cargo service is enough (without a start of EAE service) to access Jive application.

Why is a start of EAE service in Jive 6 development environment made optional? In, other words, how come cargo is not dependent on start of eae in Jive 6 development environment?

I understand that EAE server keeps track of all activities. So, apart from the obvious difference of activity tracking, what are the other thing/s which make it optional?

      Thanks much!
