I was looking into your request today and I really agree with you that it does make the most sense to have newer featured content added to the top.
The way they are ordered is not by post or update date, it is by the order they are added to the jivefeatured table. Therefore, there is a work around. If you go up your list, in reverse order, and unfeature, then feature each item, they will get sorted out with the newest at the top. I was able to do this on my own local dev instance as an example.
I know that is a crude fix, but it is an option for you. In the meantime, we are not the only ones that feel this way! There is already a suggestion filed for this specific feature and you may go and vote it up here.

Thanks for confirmation Nick. I had considered that work around, but wanted to check to see if I was missing something before I tell that to the user.
I voted on that idea, which puts it at 230. Is there a typical threshold for ideas like that before they get picked up as new features?
By default, no. They usually rely on a couple of factors. Feasibility, Level of Effort, priority level compared to other critical fixes as well as the amount of user requests for the feature. Thanks for voting on the Idea. Hopefully that's something that can get added to the workload for a future release.
We tried this fix and it worked at first. Then we come in the next day and the order is reversed. Jive did do a restart on our system last night. Would that have affected the order?
FWIW I always try to keep the number of featured items to a minimum, say 4 or 5 so that the order doesn't matter so much. And if pushed, I might split out into featured documents, featured discussions etc.
