Video is no different from any other content type in our internal community. Why would you want to restrict who can create it?
Heather, I'm with Ted. We've had video open to all to use and share for nearly two years without any issue. Unless you concerns are managing capacity...then that is different. But the rules for what is appropriate shouldn't be any different than text / photo sharing.
The only additional stipulations we put on images/video are related to not violating copyright, and having consent from any other person/employee that is included in a video you share. We also have rules about certain parts of our campus being limited in terms of recordings for security purposes, so we have to remind people of that.
But we have had well over 1,000 videos posted by anyone that wants to and we've never had any issues. It also helps that (at least for how ours is implemented)...that other people cannot DOWNLOAD the videos once posted. They can only upload and share to be played from the page itself. So someone can't take the source and share it outside the company or outside of our existing security measures in appropriately.

We had issues with videos... From people uploading a 1Gb video of 5 minutes length to people uploading a full movie with copyright (we had to delete that video). Something that still is a problem for us is the size of videos. We had raised the issue a couple of times because uploading a 200Mb video is slow and tends to fail (at least in Jive 5). Also there's no tools to monitor the status of uploaded videos, or check if there's a problem with one specific video. Although I reckon that videos are useful they are not what we expected.
We didn't use the video plugin in the end.
We have a private Vimeo account for official videos and embed them in widgets or content.
Users are free to embed their own video content in the same way from their own sources.
I suppose this means you can't browse all video content but I don't think this matters as it's always embedded in context.

We do the same with YouTube, even if this means that we depend on them.
We found playback of videos uploaded to Jive pretty spotty. Instead we embed from YouTube, which is not perfect but works for the step-by-step video guides we wanted to publish. I doubt most of our users know you can embed videos easily, we usually find links to youtube videos shared with Jive Anywhere - it's a shame you can't easily embed a video using JA actually.
Thank you for all of the great intel! Appreciate you sharing your perspective on how you are managing video content (size, stipulations, etc) and also how users are using it. This is very helpful as we consider how to offer video in our Jive environment.
