Since I've spent my day hacking at this, and FINALLY figuring this out, I figured I'd answer in case anyone else needed this. YOU CAN DYNAMIC LINK IN JIVE. Everything up to my digging and breaking and nearly hiding under my desk sobbing had come up at a no. It doesn't have to be a header, doesn't have to have to TOC.
To anchor a link you do <a name="Anchorname">Phrase, header etc you're anchoring.</a>
THen when you insert the link you make it https://yourjiveurl.com/articlenumber#Anchorname so in html it would look like <a href="https://yourjiveurl.com/articlenumber#Anchorname">Text you're turning into a link</a> and now when you click on it it'll take you to the section/text you anchored.
