I don't know if it will solve your issue, but when I had a similar problem from exporting SQL reports this solved my issue in excel:
The work around was just to use the Excel concatenate formula [ex: =CONCATENATE(B3,C3,D3,E3,F3)] to get all the text in one column. Then I copied and pasted the values of that back over in the first column and used the text to columns feature like usual, and that did the trick.

I will go back an ask the customer how they deal with the CMR after it is created in the CSV format.
Am thinking they might say this is an issue prior to getting as far as reformatting, but will see.
