Here is research we did last year with average engagement stats. The 2014 State of Community Management report will be out next week and a lot more data.
We have stuck with 90-66-50-20 as target for our internal community which is:
90% registered (logged in, of enabled accounts)
66% active (of registered)

You use Jive's CMR, but you need to do a math exercise to put users in discrete buckets (what is the highest participation on average for our members?). I also map in this document the buckets Jive uses to compare nicely to Rachel.Happe's The CR research. You want to target either their "average" or "best in class" tiers.
