It's sent if People > Settings > Registration Settings > Require email address validation for users creating their own account is true.
It is sent after they input their details to create an account, and subject to your version is sent in the language of their browser (which helps for users without English).
It wont be sent for admin created accounts.
This doesn't seem to be the flow of things (I'm on Jive 8 on-prem).. when we turn on that feature, as soon as the user clicks the 'Register' link in the site header, they get this;
This is not what I expected to happen.. I was expecting to be able to register as normal, then get an email with an activation link in it.
Looks to be the same behaviour in Jive 9
Is there something else we need to do to enable the more widely accepted flow of register + click on link in email?
