The Timezone is on the Jive attribute of the Person Entity.
You can use the https://developers.jivesoftware.com/api/v3/7.0/rest/PersonService.html#updatePerson(String, PersonEntity) method to update the User.
The best method to update the User is to use the https://developers.jivesoftware.com/api/v3/7.0/rest/PersonService.html#getPerson(String, String) method to get the Person Entity, edit the attribute you want to, and then pass that in as the data to the updatePerson, that way you provide all the mandatory attributes.
One thing to note though is that there is a bug with setting the timezone (JIVE-47098), this is due to be fixed in Jive 7.0.4
Thank you, that helped be find it. I'd pulled the person record before but searched for "EST", it's in there as "America/New York" instead.

And when you are updating the timezone you need to use the ID of timezone.
