The User does not receive the attachment. He simply receives the email in which the link of the content is shared.
I did some minor experimentation with this and found:
- Discussions and Jive Documents can be edited by the non-member
- MS Office documents can be edited using the "Edit" link which uploads a new version
- The Office Plugin allows the non-member to open but won't allow publishing the document (gets an error that they don't have access to the content)
- Ideas and Blogs generate an email
I'm going to open a case for the plugin - I suspect it isn't correctly handling the non-member sharing nature of the document.
Any confirmation about the Office bug... We have the same problem. Editing via plugin works but when publishing user gets error. Saving to local disk and uploading via the web interface of Jive works...

Seth Purkerson has filed a bug report. Waiting on resolution.
Seth: I was able to reproduce the issue on the latest revision of Jive and filed a bug report. Because this is a open and unresolved issue we’ll have to get input from Engineering before moving forward. I’m setting the case status to Waiting on Bug Fix, you can monitor the bug by utilizing the widget which now appears in the right hand column of this case.
