So to add tags to existing groups, you would navigate to the Group and then select Manage -> Settings -> About and you will have the ability to add new Tags. One thing to make sure the tag gets created, is that you need to make sure it selects "create tag" when it is a new tag to make sure it actually gets created. Then you should be able to add those tags to the "Group widget" you are talking about.

Ah, okay. To configure that widget, you need to click on the "Drag to Add" and drag into onto your page. Then click on the little triangle (once it is dragged into place) and click "Edit this widget". Now you can provide it with the tag like you see in the second screenshot. Then click "Save Properties' and "Publish Layout".
