Open groups inherit the root space's moderation and therefore are managed by the global moderation. This document talks about Who Moderates What?
In order to remove moderation for that group, you would either need make the group private as private and secret groups cannot be moderated or to change the global moderation levels.

Thank you John Decker for your response and I believe that is assumption me and Ken Pyne made. We believe it is being moderated because the content is viewable before signing in via SSO (so essentially it is public). If you could look into this question it would be appreciated: Members only group viewable before login. From your answer here it makes me ask the question can a group be defined without tying it to a space and would that in turn not require the user to sign in to view the content?
