So what you want is to have separate communities for different languages? Is that wise? Are you communities truly distinct? Would you be losing collaboration by keeping them separated?

Well, we would have separate communities yes but they would still be able to access the other languages if they so chose to. The only difference would be that content in different languages would get mixed together.
Im just concerned that someone logging in lets say Germany would only see English content simply because that's a language that is most active. It seems odd that there doesn't seem to be an option to separate them for more consistency.
Unfortunately, there's currently no way to create separate language environments in the same Jive environment. One way to work around this would be to have two separate Jive environments and connect them via a mechanism like Open Search. However, if you wish to maintain a single Jive environment, then this will need to be customized as mentioned by Stephen. You might also into a Jive Professional Services engagement to look into other options as well.
