SUMMARY OF IMPACT: Between approximately 08:24 and 10:42 on 4th Dec 2015 UTC, some customers in West Europe experienced issues creating new Virtual Machines in West Europe. Additionally, these customers would have been unable to perform service management operations on existing Virtual Machines deployed in the region. Runtime (VM availability) was not impacted by this incident. PRELIMINARY ROOT CAUSE: At this time, we do not have a preliminary root cause to share. MITIGATION: Engineers recycled the impacted management operations services, which mitigated the incident. NEXT STEPS: Engineering teams will continue to investigate the root cause of the issue.
