Error message while accessing a non-existent/incorrect URL

Earlier, when I'd access a non-existent URL (or an incorrect URL because of a typo), it would give me a 404 error. These days any group/content page that does not exist, gives this error:

Access to this place or content is restricted. If you think this is a mistake, please contact your administrator or the person who directed you here.

It's a bit misleading as it gives the impression that the group or content does exist but the user does not have access to it. Can the error message be changed to a 404 so that the user knows it's a non-existent URL?
