Thanks for raising this question around failed login lock outs. At the moment, this is not available out of the box for unfederated local accounts such as external users. As mentioned in Authentication Password reset for External group members, you might consider using login throttling in the Jive Admin Console under Admin Console > People > Settings > Login Security > Login Security Settings as an option to affect brute force login attempts.

I am also looking into the security of password access/attempts etc. Do you have any news of how this went in the end? Did you manage to get a lock put in place for password security? Also, did you ever look into what type of email addresses you let come onto your platform, such as business one's only?
