Yes, you should be able to store extended properties on a space via osapi.
See this doc: Extended Properties
It sounds like you want to display an action link when viewing a discussion that is within a special group. If that's the case, when viewing a discussion, your context object would be the discussion, not the place. To get the place type, you should be able to use context.parentObjectType.

I tried using content context itself for now but still that filter does not seem to work:
This was mentioned in the context for contents:
objectType context content The value for the type of object being displayed. Discussion = 1; Message = 2; User = 3; Group = 4; Poll = 18; Private Message = 20; Blog = 37; Blog post = 38; Document = 102; Project = 600; Group = 700.

I believe the context.objectType in this case will always be 1, since the path is filtering on discussions.
The objectType represents the content you're viewing, not the container of that content. The parentObjectType "should" represent the container, but it appears that it only works for place actions.
