As an admin of the site, if the specific place is configured to have an overview page you should see the option to configure a space/group's overview page via the manage >> overview page tab. For example (Setting Up a Place's Overview Page ):

So I have a main site (let's call it A) and there I have subsites (as example A1, A2 or A3) and ont the subsites I have again subsites (A1a, A1b, A2a, A3a, A3b, A3c).
The possibility to change the Layout is only on the site A (defined as overview site) on all the others I do not have the possibility to change the layout, but I could change the template...?

It is possible to make same changes for all pages A, A1, A1a, etc.
When you create a new space or group you need to choose from advanced options place navigation type to be "overview" to be able to use layouts and widgets. If you don't do this then navigation type will be activity page which means that pages will work with tiles and templates. You can change navigation type for already created spaces or groups from "manage" -> "settings".
I hope this clarifies how to make layouts and widgets available.

But what's about the overview page in the spaces. Is there a possibility to define in the spaces the same, or do we have there only the templates?

You should be able to do the same with spaces (check the pic). I can't remember that there is a setting for this in admin console so I recommend you to file a private case about this.
