From your description, you might be running into a behavior being tracked as JIVE-67967, where having V2 content enabled hides the rating feature. To confirm if V2 content is enabled in your instance, as an admin user, you can navigate to your admin console >> system >> settings >> new features and check for the "content evolution" toggle.
If this is enabled, disabling it should surface the rating option. Additionally, I would suggest submitting a case in your customer group here in the Jive Community so that the next available support member can associate your instance to the previously mentioned bug so that you can receive updates on its status.
