This is pretty vague so it is difficult to answer accurately.
I would say that you cannot insert an angularJS form into Jive unless you write an addon that is a form and then it can use just about anything you want to render that form and store it in another application. That is what addons are designed to accomplish.
Reusing the Jive comment API would mean the data is stored in Jive. After all adding a comment via the Jive API is going to store it so I don't understand that second question.
Not possible to run angular . Try using jQuery
