You can only share draft links with system admins, so I think your best bet is to create a separate version of the document in your personal folder that is only viewable to the co-authors you choose ("Specific People" option below):
You could append a [DRAFT] or [STAGE] label to the title for this version to differentiate it from the "live" or customer-facing version when searching/browsing. When it is ready to go over to the customer-facing version of the document, you could copy/paste the HTML of the draft/stage version of the doc into the HTML of the customer-facing version.

You could also iterate and work on the document within a private group (make all those that need to modify the document group admins), then once it is ratified, you could move it over to a public space.
We use this process on our site.
I believe their is a system property that needs to be set in order to allow users to create content within the context of their own user space as Jill describes, but that is another option.
Is this option only available to Jive-n instances? I'm on Jive-x, and I don't see this option for "specific people" (but I do see it on our internal Jive-n instance).

Hi Ben, the ability to share content with other is called Personal Content, which might be disabled in your external community. So you'd have to either change that system setting or create the content in a private group as was mentioned.
