Should we allow all internal users to create groups themselves?

We are looking into allowing all internal users create groups on our platform. At present standard users have to request to have a group created for them, then we make them the group admin. Our concern is that we are looking to invite external contributors to join groups on the platform and by opening the ability to create groups to everyone, we might not be able to keep track on the external contributors invited. However, we know that there may be benefits for user adoption in allowing all internal users to create their own groups freely.

Does anyone allow all internal users to create groups on their platform? If so, how do you restrict those that do from inviting unauthorised external contributors to those groups?
