From your description, it's possible you are running into an issue being tracked as CUSTOM-2532 where content within popular and recent content widgets is not updated when content is moved until the caches of your instance are cleared (admin console >> system >> settings >> caches).
However, to confirm this behavior, I would suggest submitting a case in your customer group ( MyJive Secret Support Group Administration FAQ ) as a next step, where a member of our support team can investigate specifically into your instance. When submitting the case if you could also include links to the place where you are seeing the behavior along with the content which was moved, this should assist with their investigation.

Two more things.
- Could this also be why I see posts that were previously in Moderation Queue as an admin in the Popular Content widget?
I assume they were previously in Moderation queue as I am not able to see them as a general user and they don't show up in popular content widget as a normal user. As an Admin in the Actions dropdown the "Report Abuse" option doesn't show for me.
2. Also Admin > System > Settings > Cache doesn't appear for me in my admin or my super admin account so perhaps it is Jive Support only?
