From digging around in my own Community and comparing some of these metrics, it seems to be a timing issue.
Here's the logic I think is on place.
In the content list it shows all lifetime views as of the previous day.
The impact metrics will give you real time data based on whatever date range you put in, including the current day.
When I used this logic, it mostly gave me parallel view number (one document was off by 2 views).

You are correct that most impact metric vs cmr boils down to "a timing issue" as CMR is a daily summary, whereas impact metrics are closer to real-time. From your last comment sounds like you figured out the behavior behind the specific situation.
However, if you are seeing inconsistencies not explained by day's worth of delay, I would recommend submitting a case in your customer group ( MyJive Secret Support Group Administration FAQ ) as a next step so that a member of our support team can investigate directly in your instance. When submitting the case, if you could provide a link to the content where you are seeing the behavior this should be a good start for their investigation.
