Reviewing through your description, the behavior being seen are minified i18n keys, which are used in providing different language support for phrases used in your instance. If the behavior is limited to a specific user, this might mean they have a corrupt file cached in their browser, so would suggest the following steps as a starting point:
1. Have them access from a different browser
2. Have them clear out the cookies and caches of their browser
