This was mentioned in the HTML Tile changes in 2016.1 document and also the comments.
The System Admin should be able to view it, but if not, I would possibly attempt to contact support to see if it's hidden in your instance. I don't have access to specific instance details but I'll try to help the best I can.

Re: Enable JavaScript in HTML Tile/Widget
mikhaillenko Jun 14, 2017 2:52 PM (in response to rashedtalukder)Hi Rashed, thanks for your help with this. I am a System Administrator and am willing to give myself the ability to use JavaScript in HTML Tiles/Widgets, but am not aware of how to do that. Also, I might benefit from a translation / dumbing down of the parlance here: what exactly does it mean "must be granted on top of space admin permissions"?
If you believe Jive Support is appropriate here, I will create a ticket and mark your response as the correct one.

Re: Enable JavaScript in HTML Tile/Widget
rashedtalukder Jun 16, 2017 1:21 PM (in response to mikhaillenko)1 person found this helpfulAn example would be if you go to "User Overrides" and select a user. You can see all the way on the bottom where it says "Save Javascript"
If you have a separate group for all of your space admins, you can also go ahead and give them all permissions to do so on top of being able to manage spaces. This is same for individual users and groups.
I hope that helps answer your question.
