I would not recommend to do that. This file-protocol-links only work in Internet Explorer (without customising Firefox and Chrome). I would rather create batch files, host them in your intranet on any webserver and create a direct HTTP link to each batch file, so that the user can download it and execute it to add a printer...

To Jen's point, file protocol is not a reliable means, and actually poses a security risk, hence the reason it is stripped out. In the past, i wanted to do similar things (see UNC Link SBS Plugin, but has long been defunked) and relied on a web service/url to reflect the file in question.
