We use cloud and it has consistently reflected admin created users as registered as soon as they log in.

Those users should show as registered with the CMR after they've logged in. If you're not seeing the users as Registered after they've logged in, I would recommend that you open a Support Case within your JiveWorks secret Support Group, so that a member of Jive Support can help you troubleshoot the issue in a confidential manner.
