We have observed that the 'direct_messaging/create.SOY' template loads a default JIVE 9 version even if we have customized it in our theme.
I have tried the following things but none of them worked.
-> Deleted the template and uploaded it again to the theme with customization.
-> Deleted the theme and uploaded again.
-> Cleared system and browser caches.
-> Restarted the server.
Any known issues related to this?

Hi Saurabh Singh, I would recommend additionally submitting a case in your support group as this may be specific to your Jive instance. Hope you get this worked out quickly!
