We have recently migrated to Jive 9.0.3 and Bulk manage Content feature is not working.Can anyone let me know if they have faced the similar issue and what is the fix for this.

I haven't heard of any similar problems on 9.0.3 systems, so I would definitely encourage you to open a support case for your issue. You can do this via https://support.aurea.com.
