It actually allows someone to manage permission groups in the admin console.
For social group management options, go to Permissions > Social Group Permissions. Just beware that if you give someone Manage Social Group permission, they can not only manage all social groups but they will be able to see the contents of all secret or unlisted groups.
I don't recommend giving an individual user this permission as it's very difficult to know when you are responding to something in a secret group - that you shouldn't know about - from certain places in Jive. If you create a faux user and give it full access, then it can be used only for situations where this level is needed.

- Manage Groups allows a person to create and manage all permission groups in the Admin Console. So this helps them manage who has access to spaces in Jive. Permission groups can also be used to control access to content defined in News Streams.
- Manage Social Groups allows a person to create and manage all Social Groups in Jive. So in the front end, they would be able to create new social groups and manage existing social groups (meaning groups as opposed to spaces).
Thanks, Tracy. In the context of this question, by "groups" I was referring exclusively to permission groups. What I was hoping to find but didn't (probably because it doesn't exist) was a "Create Groups" permission level for permissions groups, so that members of the permission group with that permission level would be able to create new permission groups and have edit/manage rights for those groups they created, but not others.

You could create a permission group, add those people as members and then give them Manage Group permission at the system level. Then they would all be able to manage all the permission groups.
But, you're correct - they wouldn't only be able to manage the groups they've created - they would be able to manage all of them. Ownership of permission groups is based on the creator of the group and anyone else who is added manually as an admin of that permission group.
