i second this request. We need this option by default whether or not its a title change or uploading a brand new document. A lot of our space contributors use the space as a repository for documents and does not necessarily requires an e-mail notification.

All - This is a limitation that has been outstanding for a while. I will bring this up internally (CS-8412) to our project team to get things moving a little.
We implemented this ourselves in our instance. We are still on 2.5 (upgrade has started!) so I can't guarantee that the source file will be the same, but these are the notes from our developer on the work:... this turned out to be as easy as adding the check box to the ftl ... all tests in my DE show that uploaded docs behave like regular docs with that checkbox there. probably because both action classes extend off the same base class, which fires the notification event and saves the doc.
Doing this for a blog post requires quite a bit more code overlay so it's probably not something you'd want to do unless you really want the feature and want to maintain it until Jive implements it themselves.

We are on Jive 4.0.15 and were able to update the ftl with no issues, if anyone wanted to know where exactly to add the 'minor edit' in the doc-upload.ftl (template/docs/doc-upload.ftl). I added it in the section just above the <div id="progressBar" style="display: none;">

This capability is in Jive 5.0 and is planned for the 4.5.7 maintenance release.
Is this included in the 4.5.7 release? I was looking at the release notes and see what appears to be conflicting info -- under the Fixed issues i see:
Add option to 'not send updates if minor change' to all content types
But then under known issues in 4.5.7 I see:
Add "Minor Edit" option to binary document when a new version is uploaded.
